USAID / Macedonia - Recruitment

We are currently seeking to fill two positions for an upcoming USAID Strengthening Resource Management Activity (SRMA) in North Macedonia: Field Operations Director and Public Financial Management (PFM) advisors. Job requirements for these two positions are below.



(1) Field Operations Director

The Field Operations Director will be responsible for overseeing the project's administration and financial operations. The office  in compliance with USAID rules and regulations, and Federal Capture's Operations Manual.


Reporting & Supervision:
The Field Operations Director will report to the Chief of Party (COP) and supervise a team of accounting, grants, procurement, security, HR, IT, and logistics professionals.

Primary Responsibilities:

  • Operationalize and manage administrative and financial management systems in line with Federal Capture's and donor rules and regulations;
  • Provide oversight of all grant activities, including ensuring efficient and proper controls for USAID grant compliance and reporting;
  • Manage and oversee staff responsible for arranging travel and logistics for staff and project equipment and inventory;
  • Support COP in all operations tasks and duties;
  • Manage, train, and mentor project staff in the areas of administration, logistics, human resources, procurement, IT, security, and grants; and
  • Perform other related duties as assigned.


Required Skills & Qualifications:
A minimum of eight (8) years of relevant work experience, including experience with a Contractor or international NGO managing an office or program;

  • Previous experience working with USAID;
  • At least five (5) years of experience supervising complex, high-speed, and challenging field operations;
  • Knowledge of basic operating procedures in risk environments;
  • Strong analytical capacity; and
  • Proficient oral and written communication skills in English.


(2) PFM Advisors  

Position requirements include:

  • At least 10 years of professional experience in PFM, municipal management, and/or public service delivery disciplines 


  • Familiarity with European Union (EU) accession standards in local government administration, budget and finance, or related field


  • At least five (5) years of working and delivering technical support on a  USAID or other donor-funded project that focused on PFM, sub-national governance, tax administration, or related field


  • Minimum Bachelor’s degree, Master’s degree preferred 


  • Prior experience living and working in Macedonia and/or in the Balkans
